UAE Tax Invoices: The 14-Day Rule and the AED 2,500 Penalty

In short: A UAE tax invoice must be issued within 14 days of the date of supply, and tax credit notes within 14 days too. Each late or missing invoice or credit note can cost AED 2,500, and that penalty applies per case, so problems multiply quickly.

Tax invoices are one of the most checked documents in a VAT audit, and the penalty for getting them wrong applies per case. Since 14 April 2026, the penalty table also refers expressly to the legal time limit for issuing them. This guide covers the 14-day rule, what a tax invoice must show, and how to avoid penalties.

The 14-day rule

Under Article 67 of the VAT Decree-Law, as amended from 1 January 2023, a tax invoice must be issued within 14 days of the date of supply. Tax credit notes, used to reduce output tax after a supply has been invoiced, must also be issued within 14 days.

The penalties

Cabinet Decision No. 40 of 2017, as amended by Cabinet Decision No. 129 of 2025 with effect from 14 April 2026, sets these VAT penalties:

  • Failure to issue a tax invoice (or the alternative document) within the legally specified period: AED 2,500 for each detected case.
  • Failure to issue a tax credit note (or the alternative document) within the legally specified period: AED 2,500 for each detected case.
  • Failure to follow the rules for issuing tax invoices and credit notes electronically: AED 2,500 for each detected case.
  • Failure to display prices inclusive of VAT: AED 5,000.

Because the invoice penalties apply per case, a weak invoicing process can produce a large total very quickly.

What a full tax invoice must show

  • The words “Tax Invoice”
  • Your name, address and Tax Registration Number (TRN)
  • The customer’s name, address and TRN, if they are registered
  • A unique, sequential invoice number
  • The date of issue, and the date of supply if different
  • A description of the goods or services
  • Quantity, unit price, VAT rate and VAT amount
  • Any discount, and the gross amount payable
  • The tax amount in AED, with the exchange rate if you invoice in another currency

How to stay compliant

  1. Invoice from your accounting system, not from spreadsheets or word templates, so numbering and fields are consistent.
  2. Set a weekly invoicing routine so no supply waits more than 14 days for its invoice.
  3. Issue credit notes promptly when prices change or goods are returned.
  4. Keep customer TRNs up to date and check them before you invoice.
  5. Prepare for e-invoicing, which will make the data on every invoice visible to the system as soon as it is issued.

Frequently asked questions

How long do I have to issue a tax invoice in the UAE?

14 days from the date of supply, under Article 67 of the VAT Decree-Law as amended from 1 January 2023.

What is the penalty for not issuing a tax invoice on time?

AED 2,500 for each detected case. The penalty table, as amended by Cabinet Decision No. 129 of 2025 from 14 April 2026, applies it where the invoice is not issued within the legally specified period.

Does the 14-day rule apply to tax credit notes?

Yes. A tax credit note must also be issued within 14 days, and the same AED 2,500 penalty per detected case applies.

What must a full tax invoice show?

Among other things: the words Tax Invoice, your name, address and TRN, the customer’s details and TRN if they are registered, a sequential invoice number, the issue date and date of supply, a description, quantity, unit price, VAT rate and amount, and the total, with tax shown in AED.

How does e-invoicing change this?

Once your business goes live with e-invoicing, B2B and B2G invoices are issued as structured electronic data through an Accredited Service Provider. Failing to follow the electronic issuance rules carries the same AED 2,500 penalty per case.
